Our Team
Mandy L. Rice, DO, MS
Surgeon, Founding Partner
Dr. Mandy Rice completed undergraduate studies at the University of Texas at Arlington, a Masters of Science and then medical school at the University of North Texas Health Science Center at Fort Worth. She completed her General Surgery residency and then fellowship training in Surgical Critical Care in the Allegheny Health Network in Pittsburgh, PA, affiliated with Drexel University College of Medicine. She is dual board certified in her field.
She offers her patients an array of surgical procedures and has a keen interest in expanding robotic-assisted technology in general and emergency surgery for its many benefits to the patient. She has been recognized as a Super User by Intuitive, the Da Vinci robot company. (Unfortunately, there is no Conflict of Interest to disclose here. We should have bought stock in Intuitive 15 years ago!)
In addition to her surgical practice in Hot Springs, Dr. Rice continues to offer Level I trauma and emergency general surgery, as well as trauma ICU coverage, several days per month in the Dallas metroplex in order to maintain and advance Acute Care Surgery services in a high acuity environment. She uniquely brings those skills and experiences back to Hot Springs to provide her patients with the most up-to-date care.
Kimberli Garner
Clinic Assistant
Kimberli, a native of Hot Springs, boasts extensive experience as a licensed esthetician, spa manager and founder of an upscale spa boutique. She has earned multiple awards for her outstanding contributions and dedication to the esthetician profession.
In addition to her managerial, leadership, operational and client relations skills, Kimberli has also completed a substantial amount of health and science related college coursework and has spent over two decades in the dental industry.
She and her husband enjoy playtime with their two boys (Shih-Tzus), Mojo and Bentley.
Aubrey Ferreira, RN, BSN
Clinic Nurse, Marketing Consultant
Aubrey completed her nursing degree at the University of Missouri at St. Louis. She has worked as an inpatient pediatric psychiatry nurse in St. Louis, as the head school nurse at a behavioral and learning disability charter school in Pittsburgh, and as an adult health adviser for a national consulting firm.
She has an interest in holistic health and is an avid reader (having reached her goal of finishing 100 books in 2024). She and her husband enjoy raising their free-range chickens. She has the dubious honor of being the Rice's only daughter. (She also might want it known that every once in a while her Mother slips in a social media post that has not passed her review for grammar and content!)
M. Todd Rice, MD, MBA
Anesthesiologist, Managing Partner
Dr. Micheal Todd Rice completed undergraduate studies at Stephen F. Austin University in Texas, and his medical degree and Anesthesiology residency at the University of Texas Health Science Center at San Antonio. He is board-certified. He later earned an MBA through the Isenberg School of Management at the University of Massachusetts - Amherst.
He has a diversity of practice experience, to include partnered private practice in the Dallas area, an academic appointment at Washington University School of Medicine in St. Louis, staff anesthesiologist positions in Pittsburgh and now in the Hot Springs area, surgical center directorships and medical executive committee appointments. While continuing clinical work with some local affiliates, he is the practice manager and the director of anesthesia services for the Direct Surgical Care practice.
He has interests in regional anesthesia for acute pain management, direct care medical models which include transparent and efficient pricing for patients, disrupting care models to achieve better quality and patient satisfaction, and minimizing the collusive intrusion of third parties into the patient-physician relationship which results in fragmented, expensive, confusing, frustrating, redundant layers of bureaucracy. Yes, there is a better way, and we'll work to promote it.

Factoids about the Rices: We were born and raised in Texas. There is a long history of being nurses in our family. The Doctors Rice were both practicing RNs prior to medical school and the transition to physician practices. While in San Antonio, Mandy worked in pediatric ICU and critical care transport (fixed wing and rotor), and Todd in Medical Oncology and Emergency Room.
In 2022, we made Hot Springs, AR, our home for its Nature, community, temperate weather (we found too much heat and water restriction in San Antonio and too much snow shoveling in Pittsburgh, PA!), proximity to family, and the just-right size and interesting culture of this unique small city.
